Does it matter if a system restore CD says its for a dell computer desktop, when I have a sony vaio?
I have a windows xp system restore CD, but it says to use on a dell only. Is it possible to use on a sony vaio also?

it will not work! as in..dell is to dell, sony is to sony...

Restore CD's are made specifically for the model (or a small group of models) within the same manufacturer. This cd will not work for you since it holds not only the operating system, but the drivers for the intended computer.
